Paul Phelps, MD, FACS is Clinical Assistant Professor of Ophthalmology at Northwestern University Feinberg School of Medicine and Director of Oculofacial Plastic and Orbital Surgery at Cook County Health. He has authored over 100 peer-reviewed publications and is a frequent invited speaker internationally on cosmetic laser surgery and innovations in facial aesthetics.

Dr. Phelps grew up in the Midwest, the son of an electrical engineer and a primary school teacher. He earned undergraduate degrees in Chemistry and Neuroscience at the University of Minnesota and studied abroad at the University of Lancaster, England. Following graduation, he worked as a Research Associate at the Massachusetts Institute of Technology.

He attended medical school at Drexel University College of Medicine and was awarded a Fulbright Fellowship in Madurai, India at one of the world’s busiest eye hospitals. There, he developed an early interest in oculofacial plastic surgery and published his first case report describing a new clinical entity.

Dr. Phelps completed his ophthalmology residency at John H. Stroger, Jr. Hospital of Cook County, followed by a fellowship in Ophthalmic Pathology with Daniel M. Albert at the University of Wisconsin–Madison. He then pursued a two-year ASOPRS fellowship in Oculofacial Plastic Surgery with Dale Meyer in Albany, New York, where he received an EyeWiki Contest Award from the American Academy of Ophthalmology for his publication on canalicular trauma.

As an Attending Surgeon at NorthShore University HealthSystem, he taught both ophthalmology and plastic surgery residents from the University of Chicago. He established simulation-based courses in functional and cosmetic oculofacial plastic surgery through grant funding and received a Physician Excellence Award from the nursing staff. During this time, he was promoted to Clinical Associate Professor.

Dr. Phelps is the founder of Chicago Oculofacial Plastic Surgery, a private practice in Lincoln Park. He has been recognized as a Top Oculofacial Plastic Surgeon in the United States. His current academic and clinical work continues to focus on advancing patient care, surgical education, and innovation in facial aesthetics.

Outside of medicine, Dr. Phelps enjoys skiing, traveling, reading, and exploring Chicago with his wife and three children.
